มาขายของเหมือนเดิม เป็นบทความชิ้นใหม่บน OnOpen เรื่อง การจัดการสารสนเทศและห้องสมุดในฐานะทรัพยากรส่วนรวม (Information and Library as Commons)

ที่มาของบทความชิ้นนี้ จริง ๆ มีไม่กี่เรื่อง (แต่เขียนเสียยาวเลย) คือ

1. อยากชี้ให้เห็นว่า เรื่อง Commons ไม่ใช่เรื่องใหม่ ไม่ใช่เรื่องไกลตัว แต่เป็นเรื่องภายใน ที่ไม่ค่อยมีคนขุดมาพูด แม้กระทั่งในการเรียนการสอนวิชาบรรณารักษ์ ก็ไม่เคยมีการเรียนการสอนจากบริบทนี้

2. ในภาคปฏิบัติ แม้แต่ในอเมริกาเอง ก็เริ่มเห็นจุดเน้น/จุดขายที่เริ่มเบี่ยงเบนออกไปจากวิธีคิดของ  Commons ก็กลัวว่าถ้าเมืองไทยจะเอามาใช้ จะเอามาแต่เปลือก

3. อยากบอกว่า Campaign ต่าง ๆ ที่เกิดขึ้นเกี่ยวกับวัฒนธรรรมเสรี เป็นเรื่องที่มีผลกระทบต่อห้องสมุดโดยตรง เพราะฉะนั้นโดยส่วนตัวจะเห็นด้วย หรือไม่เห็นด้วยก็ตาม แต่ด้วยหน้าที่และอุดมการณ์ของวิชาชีพ มันคืองานเลยแหละ…

4. ช่วยกันคิดหน่อยว่า ถ้าจะเปิดห้องสมุดที่ run ได้ด้วยตัวเอง จะต้องทำอย่างไร

Cory Doctorow at UNC and Duke

อาทิตย์ก่อน Cory Doctorow มาแถวนี้ จริง ๆ Duke เป็นคนเชิญ แล้ว UNC ก็ฉกตัวมาซะงั้น (พูดให้ฟรี อีกต่างหาก) ก็เลยไปฟังทั้งสองที่ี่ ที่ UNC หัวข้อ Pwned: How copyright turns us all into IP serfs ซึ่งค่อนข้างจะครอบคลุมหลายประเด็นมาก รวมถึง DRM มีวิดีโอให้ชมแล้วที่ ibiblio (ที่ ibiblio มี series วิิดีโอของ talk อีกหลายอันที่น่าสนใจ เผื่อคนที่สนใจ ไม่ว่าจะเป็น Dan Gilmor, danah boyd, Jimmy Wales) ส่วนที่ Duke เน้นเรื่อง Privacy เป็นหลัก ก็มี mp3 ให้ฟังกัน

เอาเวลาไหนไปดู Youtube

เวลาคนเรายุ่ง ๆ ก็มันจะโดนถามว่า แล้วจะเอาเวลาที่ไหนไปทำ ซึ่งเป็นหนึ่งในวิธีการถามแบบ critical incident technique* และ Harris Interactive Poll ก็เอามาใช้ถาม คอ YouTube เวลา เวลาที่มาใช้กับ YouTubee นั้น ไปเบียดบังกิจกรรมอะไร คำถามแบบนี้ก็พอจะเอามาอธิบาย “อิทธิพล” หรือ “ผลกระทบ” ของ YouTube ได้ส่วนหนึ่ง เพราะเวลาก็ถือเป็น internal market share ที่ทุกคนมีเท่ากัน 24 ชั่วโมง เพียงแต่ว่าใครจะได้เวลาไหนไป

แต่ก่อนจะไปถึงคำถามนั้น 34% ของคนตอบแบบสอบถาม บอกว่า นั่งดู YouTube ไม่เสียเวลาทำอย่างอื่นเลย ในขณะที่ 66% บอกตรงกันข้าม

ทีนี้ในกลุ่มคนที่บอกว่า ไปเบียดบังเวลาทำอย่างอื่น เค้าบอกไปเบียดบังอะไรกันบ้าง ผมขอแบ่งเอง เป็นสี่กลุ่ม…

ตัวเลยที่น่าสนใจคงเป็นสองกลุ่มแรก โดยเฉพาะผลกระทบต่อสื่อเก่าที่ถูกจับตามองอย่างมาก 32% ถือเป็นจำนวนที่ไม่น้อยทีเดียว ที่อาจจะต้องตามต่อ คือ ในบรรดาคนที่บอกว่าเบียดบัง มันเบียดบังไปเยอะมั๊ย เพราะตัวเลข proportion มันอาจทำให้หลอกตาได้ เช่น บอกว่า 12% ของคนดูทีวีน้อยลง แต่น้อยลงคนละแค่ 15 นาที ในขณะที่ คนบอกใช้เวลาอ่านหนังสือพิมพ์ น้อยลงไปเป็นชั่วโมง อันนี้ก็น่าคิด

ส่วน social capital นี้ ถือเป็นคำถาม classic ที่อาจจะดูเก่า เพียงแต่การจับตามองในช่วงเปลี่ยนผ่าน อาจจะทำให้มีหลักฐานมาสนับสนุนว่า การใช้อินเตอร์เน็ท ทำให้ชีวิตสังคม (social life) แย่ลงจริงหรือ

ในผลโพลฉบับเดียวกัน ยังบอกว่า 73% บอกว่า จะใช้ YouTube น้อยลง ถ้ามีโฆษณามาคั่น

OLPC Thailand Meets The Minister

Kamthorn exclusively reported on Blognone that the OLPC team in Thailand, led by Dr.Djitt Laowattana, met the ICT minister, Dr.Sitthichai today (Thailand time) to explain about the project and report the status.

Four major topics were reported: the background of the project and the status of OLPC in Thailand, specifications of hardware with demonstration, specifications of software, and the travel report when the team went to MIT.

The minister said the project was not clear in the previous government.  There was no budget allocation and recorded information.  Thus, he did not know anything about the project officially, except from media.  After the meeting, he thanked the team to give more information so he could see the overall picture of the project.  He said he see this project is beneficial and he will support the project.  However, he emphasized that he is not the only decision maker who can directly approve the project.  He is also willing to meet Professor Nicholas Negroponte when he comes to Thailand in December.

I think we now can see the smiles from OLPC team and hopefully on Thai kids’s faces in the near future.

Thai Open Sourcers Meet ICT Minister

mk reported on Blognone that eight representatives from Thai Open Source Associations and users/developers of open source software met Dr.Sitthichai, Thai ICT minister, discussing about open source in Thailand and roles of the government.

They handed the open letter (asking for support of open source) with 800 names of supporters on to the minister. He apologized and admitted that he is hardware-oriented and does not have knowledge about software that much. He said he does not oppose. He just does not know. From now on, he is willing to support.

Here is what I translated from a short audio clip [ogg, mp3].

“[I want to] explain a bit that I did not intend and it was misunderstanding. I am proud and glad that such activities exist. And I will seriously, tangibly, and financially support through SIPA [Software Industry Promotion Agency (Public Organization)] as soon as possible to encourage the activities.”

He agreed to consider to add open source policy in the under developing National ICT Master Plan. In addition, he considered to set up the minister’s advisory board on open source.

About the meeting with Microsoft, he mentioned that he got a request from M.R. Pridiyathorn Devakula, deputy prime minister. [Note: It seems likely that the early meeting with Microsoft was about going to see the operation of British e-government.) Dr.Sitthichai said he will use his own money and contact British government directly instead.

For the OLPC project, he asserted that he does not oppose or intend to turn the switch off. This project was initiated during Thaksin's government with no financial support plan. Therefore, the government does not have budget to support the project. Kamthorn had a chance to clarify and talk about the project for a little while. The minister said he will bring that up for the next meeting with OLPC working group which Dr.Djitt Laowattana serves as a board director tomorrow.
